Through specialised portals, Dubai Department of Economy and Tourism (DET) manages everything from hotel classification and holiday home account amendments to timeshare marketing approvals and permissions to host or cancel onsite activities.
Hotels
Dubai is famed for its hotels and resorts. To maintain this reputation and keep standards consistently high, hotels are licensed, inspected and classified by Dubai Department of Economy and Tourism. DET does this through its website and portals, which allow hotel operators easy access to all the services they need to ensure they are compliant and up to date.
The classification portal lets you apply for a hotel construction permit, request, manage and renew hotel facilities and classification, and register to receive guests.

In order to operate holiday homes, individuals and professional operators must register their apartments or villas with DET on the dedicated Holiday Homes portal. It provides access to a range of services and facilitates guest check-in and check-out. Apartments and villas must be registered and approved by DET prior to listing.

You can use the portal to register to operate one or more holiday homes. You can apply for, renew, amend or cancel permits, and add managers and administrators to your account.

A timeshare grants beneficiaries the right to stay at a property for a specified duration and frequency, such as one week per year. Only properties classified as four- or five-star hotels or luxury and deluxe hotel apartments are eligible for timeshare use.
Timeshare services in Dubai are managed by two regulated business types under the Dubai Department of Economy and Tourism (DET): Timeshare Operators and Marketing Agencies.
Using the Timeshare Portal, timeshare operators must formally register with the Timeshare System and obtain a permit to legally conduct timeshare activities within Dubai. Operators must also apply for and secure unit approvals, which authorise the legal sale of timeshare periods for specific accommodation units in the Emirate.
Similarly, Dubai-based timeshare marketing agencies must register with the Timeshare System and obtain a permit to legally advertise and market timeshare accommodation units.
